Urban Named NATA Vice President of Regulatory Affairs, Stephens Stays on as Senior Advisor

The National Air Transportation Association (NATA) is pleased to announce that Jenny Ann Urban has been promoted to the role of Vice President of Regulatory Affairs. Urban will take over as department head from Alan Stephens, who will continue to provide Association strategy and regulatory guidance in his new role as NATA Senior Advisor.

Urban joined the NATA team in January of 2024 as Managing Director of Air Charter and Maintenance. In this role, Urban monitored executive branch agency activities and served as the team liaison to NATA’s Air Charter and Maintenance Committees. As Vice President of Regulatory Affairs, Urban will continue to represent the Association at industry and government meetings, hearings, and events, as well as play a crucial role in advancing NATA’s mission and advocacy efforts through industry engagement, project management, and stakeholder collaboration.

Since taking on the role of Managing Director of Air Charter and Maintenance, Urban has executed a number of successful opportunities for NATA members to become educated on critical topics, including SMS, security, and workforce development. She has also represented the interests of aviation businesses on the Aerospace Supply Chain Resiliency (ASCR) Task Force, Air Carrier Training Aviation Rulemaking Committee (ACT ARC), FAA’s Safe Air Charter Group, Aviation Security Advisory Committee General Aviation (ASAC GA) Subcommittee, Training Standardization Working Group (TSWG), and Instructions for Continued Airworthiness Aviation Rulemaking Committee (ICA ARC).

“Jenny Ann has consistently demonstrated excellence since joining the NATA team. I am confident that her insights and expertise will continue to provide great benefit to NATA members as the industry grows and faces new challenges,” stated NATA COO Keith DeBerry.

Urban is an international aviation attorney with expertise in regulatory matters, government affairs, crisis management, security, and emerging technologies. She was repatriated to the U.S. after serving as a Manager in Transport and Logistics for PwC Middle East. In this role, Urban acted as a Subject Matter Expert advising high-level government officials on topics covering legislative drafting, regulations and compliance, data privacy, and new mobility throughout the Kingdom of Saudi Arabia.

Prior, Urban served as the Director of Aviation Relations and Compliance for a biometric identity platform where she led emergency management and incident response for the company’s 36 airport locations. In this role, Urban spearheaded opportunities for team members to become trained on anti-human trafficking campaigns, leading the company’s partnership with Hartsfield-Jackson Atlanta International Airport and the Transportation Security Administration on the anti-human trafficking initiative prior to Super Bowl LII.

Additionally, Urban was an associate at the international law firms of Cozen O’Connor and K&L Gates LLP, where she counseled airlines, air charter companies, trade associations, airports, and other aviation industry stakeholders on compliance with U.S. Department of Transportation, Federal Aviation Administration, and Transportation Security Administration policies and regulations.

“Jenny Ann’s leadership and wealth of experience in regulatory frameworks and compliance will be instrumental in advancing NATA’s initiatives and ensuring adherence to evolving regulatory standards. I join the team in congratulating Jenny Ann on this well-deserved promotion and look forward to recognizing her heightened contributions in this new role,” stated NATA President and CEO Curt Castagna.
